I am delighted with this good news because beyond your achievement this Atlas concretizes an idea that had germinated in the mind of a resident of Bragin district in Belarus at the end of the 2000s as part of the CORE program. </span></p><p>安東量子さんから、「末続アトラス」が出版されることになったとの連絡をいただき、この素晴らしいニュースを嬉しく思っています。というのも、このアトラスがみなさんの功績であると同時に、ベラルーシのブラギン地区の住民のアイディアを実現したものだからです。</p><p><span style="font-family: times;">At the time we were coming to the end of a project which had lasted 5 years with the inhabitants of the district and during a meeting, a lady from the Bragin department of culture had put forward the idea of bringing together what she had called an 'Atlas' to gather all that had been done in Bragin since the accident at the Chernobyl power station in 1986 and in particular during the last 5 years with the French experts. </span></p><p>2000年代末、5年間続いたブラギン地区の住民とのプロジェクトであったCOREプログラムが終わろうとしていたとき、ブラギンの文化局の女性が、1986年のチェルノブイリ原発事故以来ブラギンで行われてきたこと、特にその5年間にフランスの専門家と行ってきたことを記録としてまとめることを提案しました。そして彼女は、その記録を「アトラス」と呼んだのです。</p><p><span style="font-family: times;">Unfortunately, the CORE program was coming to an end and we had not been able to find the funding to support this original project which was proposed as a means of transmitting to future generations the memory of the accident, the experience of more than 20 years to recover decent and dignified living conditions in the district and above all ensure vigilance regarding the evolution of the radiological situation which remained worrying more than 20 years after the accident.</span></p><p>残念ながら、COREプログラムが終了してしまい、このアイディアを支援する資金を見つけることはできませんでした。それは事故の記憶と、その地区にふさわしく、尊厳ある生活環境を回復するための20年以上の経験を後世に伝えるものとして提案されたものでした。そして何より、事故から20年以上経ってなお懸念されていた放射線状況への正しい認識を提示するためのものでした。</p><p><span style="font-family: times;">It was obviously a frustration for me not to work with the Bragin people to realize this generous project, and having one day evoked this episode with Ryoko san, I was really enthusiastic when some months later she announced to me that she was developing an Atlas with you and that she would coordinate it.</span></p><p>ブラギンの人たちとこのプロジェクトに取り組めなかったことは、私にはとても心残りでした。そのようなわけで、量子さんにこの話をした数ヶ月後に、末続の人たちと一緒にアトラスを作ると聞いて、本当に感激してしまいました。</p><p><span style="font-family: times;">It was a long gestation but, in the end, you managed to overcome all the obstacles and thanks to your determination and devotion you can now be very proud of the result. </span></p><p>長い道のりでしたが、みなさんはいろんな障害を克服してきました。その決断と努力によって辿りついた結果は、非常に誇りに思うことができるものだと思います。</p><p><span style="font-family: times;">I obviously look forward to holding the Atlas in my hands and leafing through it. program was supported by international and national organizations that
accompanied and supported 146 local projects in the fields of health,
radiological quality, education and memory and social and economic development,
aimed at protecting people against radiation and </span><span lang="EN-US" style="font-size: 12pt;">improving</span><span lang="EN-US" style="font-size: 12pt;">
their living conditions in 4 districts of Belarus during the period 2004-2008.
It is in this context that a group of French experts initiated a cooperation
with the inhabitants of the Bragin district to develop a practical radiation
protection culture among them and thus favor self-help protection actions in
order to reduce the internal contamination of people and particularly of

On this website, I have never written my personal thoughts. But on the issue of this Publication 146, allow me to note some of them.</p>
<p>2011年に福島での原発事故が起きた後、偶然にPublication111に出会い、それを指針として末続地区での活動を始めたのが2012年の3月でした。(実際には2011年の暮れから用意は進めていました。)

After the NPP accident happened in Fukushima in 2011, I had encountered Publication 111 by chance. Taking it as a guide, I had started the activity in Suetsugi district in March 2012 (actually, some preparations had started since the end of 2011).</p>
<p>以降、怒涛のようにさまざまな出来事があり、幸いにも、私たちの末続での活動は多くの協力者を得て、ささやかな成果を得ることができました。その「成果」とはなにであったかは、Publication146の参考資料としてお掲載された、以下のビデオをご覧いただければ、と思います。
<br />Since then, so many things have happened like turbulent waves. Fortunately, our activities in Suetsugi gained a lot of supporters and has borne a tiny but solid fruit. As an overview of the fruit, please find the videos referred from Publication 146, linked below.</p>

<p>人と人とのつながり、思いやること、言葉を交わすこと、人を信じること…、原発事故によって失い、そして、その後のささやかな成果として私たちが得ることができたのは、こうしたことであったのではないかと、いま、強く感じています。
<br />Connection between people, to considerate each other, to exchange words, to believe someone... Now I strongly feel that these are the things we had lost by the accident, and we have regained later as the tiny fruit through our activities.</p>
<p>原発事故のあとは、あまりに多くの情報と知識と、そして数値とが溢れ、私たちの多くはそれに惑わされ、いったい本当になにが問題だったのかを見失いがちでした。

After the accident, too much information, knowledge, and numbers overwhelmed us. Most had been confused by them and had to tend to lose their idea of what was the essential issue. </p>
<p>けれど、真に問題であったのは、変わってしまった環境のなかでどのように生きることが可能なのか、そうした事柄であったように思えてなりません。
<br />
But I can not help thinking that the point was such a thing how could we live on in the changed world.
</p>
<p>そして、私に人が生きるとはどういうことなのか、誰かとともに暮らすとはどういうことなのか、これらの意味を教えてくれたのは、私が言葉を交わしてきた末続の方達でした。

People in Suetsugi who I have talked with guided me to the point; what is the reason to live and the meaning to live together with someone.

<p>末続に十数回にわたって足を運び続け、そして影から活動を支えてくれたジャック・ロシャール氏にも心から感謝を申し上げます。戦友の一人である末続の遠藤眞也氏の言葉を借りれば、「もういいよ」と地元の人が音を上げるほどに、遠いフランスから繰り返し訪問し、地元の人との交流を楽しみながらも、的確に助言を与えてくれました。通訳を介さなければ言葉を交わせない間柄にも、友情は成立しうることを、身を以て示してくれました。

I would like to thank Mr Jacque Lochard with all my heart. He frequently, a dozen or so times, came to Suetsugi and kindly supported our activities. As he repeatedly visited Suetsugi far away from France, local people became friends with him, saying jokingly "that's enough!" in the phrase of Mr Shinya Endo, who is one of my comrades in Suetsugi. He enjoyed the interaction with them also while giving us appropriate advice. He gave a personal example that friendship can be formed even in a relationship communicated through an interpreter.

<p>また、末続での活動を最初からずっと縁の下から支えてくださった福島県立医科大学の宮崎真医師にも厚く御礼を申し上げます。裏方に徹しながら、私たちが測ったデータと、そしてそのデータとともに暮らす人たちに真摯に向き合ってくださいました。原発事故のあと、すべてを手探りで進めなくてはならなかった個人線量測定の実践と、そのデータの解釈や伝え方については、宮崎さんとの情報・意見交換なしにはなしえませんでした。

Furthermore, I would like to cordially thank Dr Makoto Miyazaki at Fukushima Medical University, who has supported the activities in Suetsugi from the beginning. Always staying behind the scene, he sincerely faced with the data we measured, and with the people living with the data. After the accident, we had to build the process -- not only for the individual dose measurement itself but also for how to interpret and how to convey the data -- through only by trial and error. This could not be done without close communication with him.

<p>Publication111に表されていたのは、「人びとと共にあること」の大切さであったように思います。一方通行の「ために」ではなく、「共にあること」。ベラルーシで実践されたそれらの事例を、私たちがまたここで行い、それがPublication146に残せたことを心からうれしく思います。

What Publication 111 indicates is, as I understand, the importance of being together with people. Not being one-way "for", but "together". I am more than happy to find our examples on Publication 146, which we have traced here after the practices once had done in Belarus.

<p>一方、残念ながら、日本政府、そしてメディアなどが注目するのは、Publication111のなかの数字ばかりで、その数字を意味あるものとするためになにより重要な「共にあること」が見向きされることは、ほとんどありませんでした。2019年に上梓した私の著書に記した思いは、今も変わっていません。
<br />
On the other hand, unfortunately, the Japanese Government and the media only see the numbers in Publication 111. It has been hardly focused on the factor "being together", which is the most important to make the numbers meaningful. A thought noted in my book published in 2019 is still unchanged:

I think you are at a loss at what to do in the midst of turmoil which you have never experienced in the past. But you are not the first ones who face such a situation; we were foregoing in front of you. Maybe you cannot regain some part of what you have lost, and maybe you have to keep on living without it. Even though, there is something what you can do. People have experienced such things after the accident in Belarus, and also in Fukushima. Please remember us. Our thoughts are with you.

原発事故から8 年が経過したが、福島県内の産業、特に一次産業には依然として原発事故の大きな影響が残されている。影響は、放射性物質への対応のみならず、社会的な側面の比重が大きくなっており、課題は生産の現場のみならず、流通・小売、消費まで及んでいる。このため、事故の影響の全容を見渡すことが難しくなっている。そこで、ダイアログセミナーの場を利用し、生産から流通・小売、消費のそれぞれのステークホルダーを交え、農業と漁業の現状について話し合い、また現場における実態と課題について国内外に発信する機会としたい。2 日の日程のうち、1 日については現地視察を行う。現地視察に</div>

ついては、受け入れ準備の調整のため、先着順事前申し込み者のみ。2 日目のダイアログについてはこれまでどおり、自由参加とする。</div>

Since the Fukushima Daiichi Nuclear Power Station's Accident, it has already passed 8 years. However, industries in Fukushima Prefecture, in particular primary industries, have been influenced by the accident significantly so far. The impact does not only concern the control of radiatopm but also the economic and social aspects. Recently these latter have even become dominant.. The problem reaches</div>
<div>
not only the production sites but also the distribution, retail and consumption of the products. It is therefore difficult to understand the full impact of the accident. Accordingly, various kinds of stakeholders (producers, distributors, retailers and consumers) will be involved in this Dialogue meeting which should be an opportunity to send information of the current situation and problems in</div>
<div>
agriculture and fishery inside and outside Japan. The dialogue meeting will be two days: the first one for field visit and the next one for the Dialogue meeting. The objective of the field visit is to better understand the current situation. Participants to the field visit must be registered in advance but the participation of the Dialogue meeting is free.</div>

<b>【目的】</b>
<br />
福島第一原子力発電所事故から七年以上が経過した。事故による直接的な影響を受けた人々の間でも、しだいに事故の記憶はうすれはじめている。このことは日本や国外においても、事故に直接巻き込まれることがなかった人たちについては、特に顕著である。
<br />
今回のダイアログセミナーの目的は、事故の教訓のみならずその帰結を含めた事故の記憶に命を吹き込むため、各地域、国内、国際的に行われて来た活動を共有することである。これはまた、現在の世代と次の世代とで事故の経験の共有と伝承を行ない、事故後の新しい未来にむかっていく今後のさらなる動きについて考えることにもなるだろう。

<b>【Objective of the Dialogue】</b><br />
More than seven years have passed since the accident of the Fukushima Daiichi nuclear power plant. Gradually the memory of the accident fades among the people who have been directly affected. And this is especially true for those who have not been directly involved in not only Japan but also abroad. In this context residents of the affected territories have the fear of being abandoned.
<br />
The objective of the dialogue is to share the actions already undertaken locally, nationally and internationally to bring to life the memory of the accident with its consequences but also its teachings. It is also about thinking about future actions to strengthen the sharing and transmission of the experience of the accident to the present generation and future generations.

<b>Abstract
</b><br />
Seven years have passed since the Tokyo Electric Power Company Fukushima Dai-ichi nuclear power plant disaster in March 2011. The actions taken by the Japanese government, such as issuing evacuation orders and setting decontamination and food safety standards, created huge confusion in society that led to a breakdown of trust. The residents of Suetsugi, a small village located about30 km south of the plant, sought to understand and overcome the effects of radiation by measuring contamination and personal dose, etc. In my work through Ethos in Fukushima (a nonprofit organization in Iwaki, Fukushima), I learned that trust—not just measuring radiation or acquiring more scientific knowledge—has been the critical factor for them to regain a sense of order in their lives. We held the Dialogue at Minami-soma City Information Exchange Centre
on the second day. For the Dialogue, we'd asked to join the people not
only who lives in Odaka area but also who attended <a href="http://ethos-fukushima.blogspot.com/p/icrp-dialogue.html#8th" target="_blank">the 8th ICRPDialogue Seminar</a> that had been held in May 2014 in Minami-soma City,
and asked to talk about what has been changed and unchanged from then.

Many of the attendees from overseas also had attended the 8th
Dialogue, so this clearly highlighted the change of the situation then
and now.
<br />
In the 8th Dialogue seminar held in May 2014, voices of
anger, sorrow and confusion were still strongly remained, and concerns
for radioactivity were repeatedly raised.
<br />
However, at this time such
concerns were hardly raised in the Dialogue, and instead, it became a
major theme that how to rebuild the daily life and area communities
from now on, which had been drastically changed from that of before
the disaster.

Compared to before the disaster, the production-age population
decreased about 13 000 in whole Minami-soma city. Among rapid
population decrease and the ageing society, plus considering gradually
settling reconstruction works and decreasing workers engaged in, it is
becoming a major issue how to enliven the region.
<br />
Meanwhile, from a viewpoint of people who returned and are living in
the area, issues were told about how to establish independence in
daily life among loosen local relationships, which once close. Ms
Kamata at Ohmachi Kirakira Salon, who engages in community activities
at reconstruction public housing, told her story about why she started to
promote communication: She felt a sense of crisis against the situation
that without an intervention people even cannot give the names of
neighbours nor where they live in, since they newly start their lives
in reconstruction public housing, gathering from different places they
originally had lived. With persisting activities, people recognised the faces
of each other bit by bit, and they gradually formed connections that have
greetings upon meeting. However, it is also told that there are not
that many reconstruction public housing that such autonomous actions
are held, so in other than such places the communities in reconstruction
public housing are difficult to be organised.

Furthermore, there was an indication that after the disaster people
are becoming 'support addiction' and their self-help is hindered by
excessive supports from the outside. On the other hand, what I
realised is that there is a dilemma in the situation in decreasing and
ageing population, people face difficulties in maintaining the local
society without supports from outside.
<br />
A story was told about a local table tennis club formed by some people
returned home in Odaka area, having a good time with playmates. The
club T-shirt presented there says:<br />
<blockquote class="tr_bq">
"Wanna fish at Murakami, wanna dig
clams at Kawarada, wanna pick sansai at Kanaya and wanna eat them
all!" </blockquote>
I think many of the people who choose to return certainly have
returned with such wishes in their mind.

In Minami-Soma, not only Odaka area had been under evacuation order
but also the coastal area had enormously damaged by the tsunami. Each
place has different situations, and furthermore, the passage of time
after the disaster has enlarged the situation change. From the
Dialogue, it can be surmised that even people who live there have a
difficulty to understand the entire situation.
<br />
It was impressive that
a number of attendees told that such an opportunity for communication
is very important to share each other's changing situation. This had
not been seen in the Dialogue held in 2014. I think this reflects the
followings; the situation becoming settled allowed people to have a
spare feeling to look at the situation around, and furthermore, the
number of people is growing who want to look back the change of the
situation, and want to know the situation around more properly.

Personally, I am concerned that some people seem hesitating to say
their feelings, who are not in the circle of returners expressing
their intention to make things go by themselves. After the Dialogue,
some people who I personally listened to told that<br />
<div style="text-align: center;">
they couldn't
express themselves satisfactorily.</div>
This is a major matter that should
be reviewed as an organizer of the Dialogue. Moreover, I strongly felt
that it is necessary to elaborate the Dialogue structure among the
diverging situations. They told that they had the hesitation to tell
their stories because they were afraid that<br />
<div style="text-align: center;">
they were dragging down
the rehabilitation or people would think they were backwards-looking.</div>
It would be true that the concerns for radioactivities are declining,
however I am anxious about there was hardly any talk on such things,
supposing that they are unconsciously avoiding to touch the issue, by
the feeling that it would bring in reputational harm by talking about
their concerns.

Apparently, people who already returned home tend to have a scheme of
the regional revitalisation in their minds supposing that the people
who are still in refugee not to return anymore. On the other hand, it
seems there are those who are in refugee have some feeling towards the
situation.<br />

Even though they do not return, it's not that they forgot
their home nor abandoned it. If they have a chance, they still want to
engage in the issues on their home where they can, and want to help by
what they can, but they do not know what to do, nor how they can be
involved</div>

The rehabilitation is not something done in a couple of years: It must
even be a very long-term process of continuing into the future. In
such a long time passage, of course, people will move. Perhaps there
would be someone who returns in a decade or two. Or there would be
someone who considers living in the land of his/her parents or
grandparents. Or there would be someone young once left home changes
his/her mind after some time. Not dividing people between to return or
not at the moment, I think it would be important to maintain the
environment more people wish to live in who have relationships with
the area to enable them to support the rehabilitation.

Ms Astrid Liland at Norwegian Radiation Protection Authority, who once
had been visited Minami-soma in 2014, told her thought about the
difference between last time and this time. She told that she is very
glad to see the advance of the rehabilitation and to feel a far more
relaxed atmosphere, but she also pointed out there are some cycles
that an action to cope with the disaster-related problem brings
another new problem again. For example, the accident occurred and
radioactivity had spread. Decontamination to address this problem
brought other problems such as decontamination wastes and temporary
storages, and furthermore, lead to the issue of intermediate storage
facilities. The same thing could be said for the issue of solar
panels. These cycles are seen in many situations without being solved
and are complexly intertwined. I also think there is an aspect that
these cycles make the rehabilitation issues more difficult.

<br />
This time the Dialogue made us feel that the stage of rehabilitation
after the disaster has been largely changed. It has also indicated
that issues hereafter would not be solved in a short time, and will
require us a long-term strategy. I think a phase comes that persistent
efforts are required furthermore.

2014年5月のダイアログセミナーでは、怒りや嘆き、混乱の声がいまだ強く残っており、放射能への懸念も繰り返し提起されました。

今回のダイアログセミナーでは、放射能に対する懸念については、ほとんど出てこず、震災前とは大きく変わってしまったこれからの暮らしや地域をどう立て直していくか、ということが大きなテーマとなりました。

震災前から比べると、南相馬市全体では、生産年齢人口が約13,000人減少しています。人口減少と高齢化が急速に進み、また、復興工事が収束に向かい、この先は工事関連の労働者が減ってしまう中、どのように活気を作っていくのかが、大きな問題となっています。

一方で、地域に戻って暮らしていく生活の中でも、これまでの地域のつながりが薄くなってしまった状況から、自立しつつどのように暮らしていくかという点も語られました。復興住宅でコミュニティ活動をされている大町きらきらサロンの鎌田さんからは、もともと違う場所で暮らしていた人たちが復興住宅に新しく住まうことになったなか、放っておいていたのでは、どこに誰が住んでいるのか、それぞれの名前さえわからない状況に危機感を覚え、交流を始めることにしたという話を伺いました。継続的な活動を続けるうちに、少しずつ顔をおぼえ、出会った時に挨拶をする関係ができてきた話も語られました。ただ、こうした自治的なコミュニティ活動が行われている復興住宅はそんなに多くはなく、そうした場所では、復興住宅内のコミュニティが構築されにくい、という話もありました。

また、震災後、外部からの支援を多く受ける中で「支援慣れ」してしまい、自立が阻害されているのではないかという指摘がある一方、人口が減ってしまい高齢化が進んだなかで、外部からの支援がなくなって、この先も地域を維持していけるのかというジレンマもあることを感じました。

小高区に戻って暮らしている方たちは、地域で卓球クラブを作り、そこで仲間と一緒の時間を楽しく過ごせていることも話されました。ご披露いただいた卓球クラブのTシャツには、<br />

「村上で釣りしたい。川原田でしじみとりたい!。金谷で山菜とりたい。そして食べたい!」</blockquote>
と書かれています。戻って暮らす選択をされた多くの方たちは、きっとこうした願いとともに戻られたのではないかと思います。

南相馬市では、小高区に避難指示が出ていただけでなく、沿岸部では津波による甚大な被害を受けており、それぞれの場所によって状況が違うだけでなく、震災後も時間の経過によって状況の変化が大きく、そこに暮らしている人でも、全容を把握することが難しい状態になっていることも窺えました。
<br />
変わってしまった互いの状況を共有するためにも、こうした対話の機会は非常に重要であると何人もの方がおっしゃったのが印象的です。これは、2014年に開かれた時にはなかったことで、ある程度状況が落ち着いて、まわりの様子を見渡す余裕ができてきた一方、状況の変化について振り返り、まわりの状況をきちんと知りたいと感じる方が増えたせいではないかと思っています。

個人的には、戻った人たち、暮らしている人たちは、戻った人間でがんばってやっていこう、という意思が見える一方、そこから外れた方たちたものが言いにくそうにされていたのが気になっています。ダイアログの後、安東が個人的にお話を伺った何人かの方は、<br />
<blockquote class="tr_bq">
自分の言いたいことがうまく言えなかった、</blockquote>
と言われていました。これは、ダイアログの運営者としては大きな反省点である一方、それぞれの状況の違いが大きくなるなかで、ダイアログをするための工夫の必要を強く感じました。<br />
<blockquote class="tr_bq">
復興の足を引っ張ってしまうのではないか、後ろ向きと思われるのではないか、</blockquote>
そうした意見を言うことがはばかられ、語ることをためらったとのことでした。放射能に対する懸念が減ったことは事実でしょうが、話がほとんど出なかったことについては、懸念を語ることによって風評被害を呼び込んでしまうと感じられて、無意識に避けられているのではないか、ということも、気になりました。

地元に戻っている方たちは、避難先にいる人たちは、もう戻ってこないだろう、という前提で、地域の再生を考えている方が多いように見えました。一方で、避難先にいらっしゃる方たちは、割り切れない思いを抱えている方もいらっしゃるようです。<br />

戻らないからといって、故郷を忘れたわけではないし、捨てたわけでもない。この先も、関われる部分では関わっていきたいし、自分が役に立つことがあれば力になりたいけれど、なにをすればいいのか、どう関わればいいのかわからない、</blockquote>
そうした葛藤の声も聞かれました。

復興は、数年で完結するようなものではなく、この先もとても長い過程を経ていくものにならざるを得ません。長い時間の中で、当然、人の移動もあります。10年先、20年先に戻ってくる方もあるかもしれない。あるいは、子供さん、その先のお孫さんの時になって、縁のある土地に住んでみようと思われる方もいるかもしれません。一度は出て行った若い人が、時間を経て、やっぱり戻ろうかと思うかもしれません。現時点での「戻る/戻らない」で二部するのではなく、地元に縁のあるより多くの人たちが、暮らしたいと思える環境を作り、復興を支えられるようにしていくことも大切なのではないかと思いました。

2014年にも南相馬を訪れているノルウェー放射線防護庁のアストリッド・リーランドさんから、前回と今回の違いについて感じたこともお話いただきました。2014年に比べれば、はるかに落ち着いた雰囲気になっていて、復興が進んでいるのを見てとても嬉しい、との言葉が出る一方で、震災への対応を行うと、それがまた新たな問題を生むというサイクルになっているという指摘もありました。事故が起き、放射性物質が広がった。対策のために行った除染が、除染廃棄物や仮置場の問題を生み、それが中間貯蔵施設の問題にもなっている。ソーラーパネルについてもそうですが、こうしたサイクルが各所に見られ、それぞれが解決しないまま複合的に絡み合い、復興の問題をより難しくしている側面があると安東も感じています。

今回のダイアログは、震災後の復興のステージが大きく変わったことを感じさせるものとなりました。この先の問題は、短期間では解決せず、長期的になることも、強く予感しました。粘り強い取り組みがより一層必要とされる時期になっているのだと思います。

current situations and the future of Odaka area of Minami-soma City --
Continuing the dialogue in cooperation with the International
Commission on Radiological Protection (ICRP) -- ' in Minami-soma city.

We held a field tour in Odaka area where the evacuation order was
lifted in July 2016 on the first day, and held the Dialogue at
Minami-soma City Information Exchange Centre on the second day.

Gathering and originating at Odaka Station on Joban line, we rode on a
bus with guidance from local people. At first, we passed through the
shopping street run straight from the station, comparing with some
pre-disaster photos. There was no damage from the tsunami around Odaka
station, but many buildings were collapsed or damaged by the
earthquake. The area had been prohibited to enter just after the NPP
accident, never had a chance to repair. So buildings were gradually
damaged during the no-entry period, and as a sequel, were demolished
and left vacant lots. Comparing with photos from when the street was
bustling realised the difference so clearly.

Then we visited Mr Takashi Mizugai who have resumed farming in Hanzaki
district and listened to him in front of the fields. Mr Mizugai and
his fellows undertook to weed fields as a rehabilitation association
from November 2012, just a year after the disaster, and they started
test cultivation of soybeans since 2014. He told that nearly all
results were ND from the crops continuously cultivating since the
first year. Including rice fields that are currently under
maintenance, they are going to jointly manage approx. 12 ha by 4-5
personnel. The reason why they first started from soybeans is that
irrigation channels for rice fields have not yet been reconstructed.
Around this area agricultural water is drawn from Ogaki dam in Namie
town. Before the disaster, there were local groups called 'yui' and
they each had maintained channels in their area. Since the disaster
forced them to evacuate, channels in some area toward Odaka are
completely out of maintenance, so it had been not able to water the
rice field. Furthermore, population decrease in the area also affects
the field management. He told that it is impossible to keep the same
level of management to that of before the disaster, and the issue from
now on is how to continuously maintain with the decreased manpower,
having help from outside. In his thought,<br />
<blockquote class="tr_bq">
it would become a major
turning point that whether they can find young successors within the
coming five years. </blockquote>
He told that:<br />
<blockquote class="tr_bq">
'Even after the lift of the
evacuation order, few people return. Almost all community has vanished
which had been before the disaster. People who took up residence in
refuge places would never return in the future. I think it would be
unachievable to restore everything as it had been. Still, at least I
want to restore the scenery itself. This is my motivation to resume
farming. By restoring the beautiful rural landscape from before the
disaster, I want to prepare the environment that people want to live
in, no matter they return from refugee places or they newly come. So
I'm going to continue to farm.' </blockquote>
This was very impressive. Furthermore,
there was a question about reputational damage for the crops. His
answer was that the market valuation can't be estimated at this time,
because all of both soybeans and rice which they have raised so far
have been delivered as for livestock feed, and subsidies account for a
large portion for this use.

After that, we had a bus ride through a hilly area in the east of
Odaka, and visited a 54-ha large-scale temporary storage area and some
places that solar panels are installed. Solar panels are rapidly
spreading at a pace that even locals surprise if they come after some
interval, so the landscape had significantly changed from what it had
been. Most of the land where panels are extensively installed are
places where originally had been fields and meadows, so the local
guide told us that he is sorry since the landscape there had been his
favourite one.

In the afternoon, we visited the coastal area hit by the tsunami with
a guidance by Mr Hiroshi Murata at Odaka Re-design Center. The
population of Odaka area before the disaster was 12 800, but the
number of registered inhabitants is 8 600 as of February 2018, so it
is decreased more than 4 000. This number comes from people moved out
from Odaka area, in addition to people who had died from the tsunami
and earthquake. He told that in his estimation, people who are
actually living in Odaka area are around 2 500, and probably around 4
600 people would return ultimately. He also added that it would be a
great challenge how to maintain the area itself within the largely
decreased population compared to that before the disaster.

We were told that the temporary storage that we visited in the morning
is the largest one in Odaka, and one we visited in the afternoon and
in the tsunami-hit coast is the second largest, about 40 ha in extent.
In the tsunami-hit coastal area, villages have vanished which
originally had been there, and the area will be non-habitable in the
future. It is not yet decided how to utilise the land where had been
rice fields, and he said<br />
<blockquote class="tr_bq">
this is a worrisome problem since there is no
inhabitant who maintains the land.</blockquote>
Then we could get the whole view of
the coast from a height in Urajiri district. The embankment
construction is almost completed, and at the moment it seemed that
some subordinate constructions were proceeding. He said that in past,
there was a long beach around here that was even able to host an
athletic meeting of the district. Even from before the disaster the
beach was becoming eroded, and now there is no trace of what it used
to be, by the ground subsidence from the earthquake and by the
embankment itself. Along the coast, we could see two temporary
incineration facilities. We were told that one is for disaster wastes
from the area within the 20 km radius, and the other is for
combustible decontamination wastes from outside of the 20 km radius.

He told that while Fukushima Daiichi NPP was under construction around
1970 there were many people engaged in the construction work from this
district. At that time, economically there was no other business than
paddy rice cultivation and not a few went to work in cities, so such a
near construction site work became a precious income source.
<br />

Then we'd also see the sights from a height in Tsukahara district. The
height seems more than 10 m above sea level, however, the tsunami also
swept here and we were told that Mr Murata's mother was one of the
victims. Currently, there are 70 people, 27 households in the
district, which once had been 460 people, 120 households.
<br />

He concluded the explanation by saying that:<br />
<blockquote class="tr_bq">
'How to maintain the
district community will be a major issue with the population decreased
to 20-30% from once had been, and with a decreasing number of visiting
volunteers as time passes from the disaster. The fading memories of
the disaster is also an issue that I feel strongly about.'

As time passes from the lift of the evacuation order, the distinction
between who returns and who will not is becoming clear. I think that
issues are coming to light that in what way the local communities and
daily lives can be maintained, in the situation which no such
population recovery can be expected as of before the disaster.
Especially, at this time, I was impressed by that many words were
spoken about the 'landscape'. In the tsunami-hit area, the original
landscape has been completely lost by the tsunami. But this time I'd
well realise that not only in the tsunami-hit area but also in the
affected area from the NPP accident, the landscape is becoming quite
different from it had been before. In such a situation, there is an
impressive attempt to regain the original landscape through farming.
After the disaster, many people have been rushed within the big
movement of 'reconstruction'. However, I think a phase is coming, to
take a glance backwards reflecting whether what we have done has been
best or not. In such a phase, the first thing coming across one's mind
might be the 'landscape'. Why do people want to live in that place? Of
course, convenience, hospitals and places to work are important
factors. However, the 'landscape' might be also one important factor,
and we might have been totally forgotten this factor. This is what I
personally but keenly felt.

1日目は、2016年7月に避難指示が解除された南相馬市小高区の現地見学を、2日目は、南相馬市民情報交流センターにて、ダイアログを行いました。

常磐線小高駅を集合・スタート地点として、バスに乗車し、地元の方にご案内をいただきました。まず、駅前からまっすぐ伸びる商店街の通りを、震災前の写真と見比べながら、通過しました。小高駅周辺は、津波の被災はありませんでしたが、地震による家屋の倒壊や損壊の被害が多くありました。その修繕もできないまま、原発事故後の立入禁止になり、その間に損壊が進んだため、多くの建物が取り壊され、現在は更地の状態になっているところが目立ちます。かつての賑わっていた頃の写真と見比べると、その差がよくわかりました。

その後、飯崎(はんざき)地区で、農業を再開している水谷(みずがい)隆さんから、畑を前にお話を伺いました。水谷さんたちは、震災翌年の2012年11月から復興組合として圃場の草刈りを請け負い、2014年から大豆の実証栽培を始められています。2014年から連続して栽培して、ほとんどすべてがNDであったということです。現在、圃場整備が進められている田も含めて、約12ヘクタールを4~5名で共同で管理していくということです。大豆の栽培から行われたのは、水田に水を引く水路の復旧ができていないからだそうです。このあたりは、浪江町の大柿ダムから水を引いていますが、震災前は「結(ゆい)」という地域のグループによって、それぞれが水路の管理を行ってきました。震災によって避難をしてしまったため、小高に水を通すまでに、震災後まったく管理できていない区間もあり、水田に水を通せなかったということでした。また、この地域でも、人は大きく減ってしまっており、震災前のような管理はできず、今後は、少ない人出で、外部の助けも借りながらどう継続的に維持していくかが課題になっているとのことです。<br />

あと5年のうちに、後継者となる若い人を求めていけるかが大きな問題になる、</blockquote>
と言われていました。<br />

避難指示解除後も戻ってきている人たちは少なく、震災前のコミュニティはほとんど消えてしまい、避難先に居を構えた人は、この先も戻ってくることはないだろうと考えている。元のように戻すのは、無理なのではないかと思っている</blockquote>
と言われる一方、<br />
<blockquote class="tr_bq" style="text-align: center;">
風景だけは震災前に戻しておきたい、</blockquote>
これが水谷さんが農業を再開された動機なのだそうです。<br />

風景が震災前の美しい農村風景を取り戻して、避難先から戻ってくるにせよ、新たに人が来るにせよ、暮らしたいと思える環境を整えておく、そのために自分は農業を続けたい、</blockquote>
と言われていたのが印象的でした。また、作物の風評被害についての質問がありましたが、これまでに作っている大豆も米もすべて飼料用として出荷されており、飼料用は補助金の割合がとても高いため、市場の評価は、現在のところはわからない、とのことでした。<br />

その後、小高地区の東部、山側をバスでまわり、54ヘクタールある大規模な仮置場や、ソーラーパネルが敷設されている状況を見学しました。地元の方でも、少し時間を空けてきてみると、驚くくらいのペースで、ソーラーパネルが敷設されていっており、風景はかつてとは大きく違っていました。<br />

とご案内くださった方が言われていました。

午後は、小高復興デザインセンターの村田博さんのご案内で、沿岸の津波被災地域を見学しました。 小高区の震災前人口は、12,800人ですが、2018年2月現在で、住民登録数は、8,600人で、4,000人以上減っています。津波など震災によってお亡くなりになった方に加えて、小高から転出した方もいて、この数字になっているということです。実際に、小高区内で暮らしているのは、2,500人で、おそらく、最終的に4,600人程度は戻って来るのではないかと推測しているとのことです。ただ、震災前人口から比べると、大きく減ってしまう中で、どのように地域を維持していくかが大きな課題であるとのことでした。

午前中に見た仮置場が、小高区最大のもので、午後の津波被災地にあった仮置場は二番目の大きさとのことで約40ヘクタールとのことです。津波被災地では、もともとあった集落が消滅してしまっており、今後も、居住することはできなくなっています。田んぼであった場所も、どのように活用していくのかはこれから決めていくとのことですが、<br />
<blockquote class="tr_bq">
管理する人が不在となってしまった土地をどのように利用していくかについては、悩ましい問題である</blockquote>
と言われていました。浦尻地区の高台から、沿岸を一望しました。堤防工事はほとんど終わっており、現在は、付随する工事が行われているようでした。昔は、このあたりは広い砂浜があり、地域の運動会は砂浜で開かれていたくらいだった、と言われていました。震災前から砂浜はなくなってきていましたが、震災による地盤沈下と堤防で、いまはまったくその面影はありません。
向こう側には、仮設の焼却施設が二基見えます。ひとつは、20km圏内の災害廃棄物、ひとつは20km圏外の除染廃棄物の可燃物を燃やしているとのことです。

福島第一原子力発電所が建設されていた昭和40年代は、この地域からも建設作業に出かけていた人は多くいたそうでした。当時、経済的には、水稲栽培程度しかなく、出稼ぎをする人も少なからずいた中、近場の建設現場は貴重な収入源となったようでした。

続いて塚原地区の高台からも、風景を見ました。海面から10メートル以上はあろうかという高台なのですが、ここまで津波は来ており、ご説明いただいた村田さんのお母様もお亡くなりになられたそうです。かつて120戸460名の方が暮らしていた集落は、現在は、約27戸70名になっています。

避難指示解除から時間が経過し、戻って来る人と戻ってこない人がわかれる中、もう震災前の人口は望めないなかで、どのような形で地域や暮らしを維持できるのかというところが、問題点と浮かび上がって来ているように感じます。特に、今回、「風景」に関する言葉が多くお聞きしたのが印象的でした。津波被災地は、津波によって元あった景色はまったく失われています。ところが、津波被災地だけでなく、原発事故の被災地域においても、風景がかつてとはまったく違ったものになってしまいつつあるということが今回よくわかりました。そんな中で、農業を通じてかつての原風景を取り戻そうという試みはとても印象的です。震災後、「復興」という大きな流れの中で、多くの人たが突っ走って来た中、ここに来て、本当にこれでよかったのか、と振り返る時期になってきているのだと思います。その中で、最初に見えてきたものが「風景」だったのではないでしょうか。人はどうしてその場所に暮らそうと思うのか。確かに、利便性や病院、職場も重要な要素です。けれど、「風景」もまた大切な要素のひとつだったのではないか、そして、私たちは、そのことをまったく忘れてしまっていたのではないかと、個人的にも痛切に感じさせられました。

to share current situations" in Yamakiya district, Kawamata Town.

On the first day, we had a tour around Yamakiya district. Gathered at
Kawamata Town Office in the morning, and after having had a greeting
from Mr Kanemasa Sato, the mayor of Kawamata Town, we set off in two
separate buses. The following description is based on the schedule of
the group which Ando had attended.

Yamakiya district is in the Abukuma highlands. Nevertheless located in
the mountain area, the terrain is very gentry-sloping around there,
letting you forget the fact that you are on the mountaintop.
Agriculture had flourished since long ago, and also the land had been
used for grazing since before the war, utilizing the gentle terrain.
Cattle grazing had been active before the disaster, and it is told
that military horses had been also raised before the war. This tells
the long history as a rangeland.

Climbing long stairs, we first visited Yasaka Shrine, which has a roof
covered with copper sheeting. At the shrine, a performance called
"Sanbiki-shishimai (dance of three lions)", which is told it has a
history more than 300 years, is offered on every October. This custom
had been paused by the evacuation order from the accident. But
following the lift of the order, the performance is resumed on October
2017, the first time in seven years. Originally, performers should be
boys around ten or eleven years old, but this time adults performed
instead since there are few children in the district.

We heard some stories of troubles, e.g. they started to patrol around
the shrine while the period of the evacuation order, especially to
secure the copper sheeting of the roof from robbery.
<br />
Unfortunately it got cold on the day, and it snowed and hailed while
we visited the Yasaka shrine, so we turned up the collar of our coat
while the visit.

Then, we visited Ms Kuniko Hirono, who cultivates lisianthus. Yamakiya
has been known as one of the best lisianthus-producing districts from
way back, for its rich flower colour brought from the temperature
difference and its high quality.
<br />
The sudden NPP accident and the following evacuation order had forced
to discontinue the production. Not a few people had nothing to do at
the refuge as they lost their farmworks, but within them, she told
that she worked hard instead as a board member of the temporary houses
and so on. Even from before of the lift of the evacuation order it had
been allowed to resume the production of lisianthus in Yamakiya, but
she told that at the early stage she had been dispirited seeing ruined
greenhouse by heavy snowfall after the evacuation and so on. Even so,
she was encouraged by some factors, such as that marketers told there
is hardly any reputational damage for lisianthus. Consulting with her
family, she finally has managed to resume the production, with rebuilt
facilities such as greenhouses by utilizing subsidies and so on. It
was impressive that she told smiling that she loves lisianthus.

However, while the production pause, some new variations of lisianthus
have been introduced, and market preferences have been changed for
flower training (arrangement of branches and number of flowers). So
some trial and error were needed to update the situation awareness,
but with this effort, she becomes able to keep the satisfactory
quality, and the market also values it highly. I realized that
producer-side efforts are also needed to update the situation when
restarting production for flowers and ornamental plants, which are
influenced by the technical advance and the fashion of the times.

She told that now her biggest trouble is short of hands, since from
decreased population by the evacuation, there are few neighbours who
come and help farmwork in a busy season. She concluded her talk by
saying that one will enjoy agriculture, especially the culture of
lisianthus, so if there are young people who want to try it, she
welcomes them to join.

Next, we visited the forest verification site in Yamakiya district.
Chiba University and other institutes continuously
observe the dynamism of cesium in the forest. This time we had an
on-site explanation from Dr Tatsuaki Kobayashi from Chiba University.

He explained that the continuous investigation here shows that the
most part of cesium-137 stays in the forest floor. Cesium is hardly
flown out to the outside water, and mostly stored in the forest.
Especially in the forest floor, cesium stays in black and soft soil
within about five-centimeter depth, and no tendency is observed to
sink into the deeper soil. And he told the absorption of cesium-137
into timber varies by the tree species. In case of red pine there is
virtually no absorption, but in case of Quercus serrata it slightly
absorbs and transfers cesium. That said, even in case of Quercus
serrata, the overwhelming majority of cesium-137 is deposited on the
bark in the current situation. Still it seems we need to keep the
situation monitored.

In the afternoon we resumed the tour by visiting a temporary storage
site of decontamination wastes located in Yamakiya district. A part of
the decontamination wastes, stored in the place which had once been
ricefield, is currently being transferred to intermediate storage
facilities. There are totally 22 temporary storage sites in Yamakiya
district, and the total amount of the stored decontamination wastes is
about 220,000 bags. Within them, as of 30 November, 100,000 bags are
already transferred and about 100,000 bags still remain.

Finally, we visited Mr Kinichi Ouchi in Yagi area. The entire Yamakiya
district is a place of scenic beauty surrounded by gentle hills, and
furthermore, Yagi area is prominent within the district. So the
scenery from his house was excellent. It was impressive that he often
told he wish to protect and care the beautiful scenery.

He told that the disaster came just when things were going smoothly
for his farm of the greenhouse cultivation of mini tomato after many
troubles. The NPP accident and evacuation ruined the farm, just after
he'd thought he can take some repose. Because he had to care his old
mother at that time, he evacuated after the completion of temporary
housing construction to avoid multiple movements during the
evacuation. He also worked as a board member of the temporary houses,
rather harder than he and his wife had before the disaster. Still,
every day he visited his house twice a day, taking two hours once, to
feed his dog left at the house. The only time he couldn't go was when
heavy snow had blocked the road, and even at that time, he walked to
the house pushing the snow aside, after driving a car up to halfway,
as soon as the snow had been cleared from the nearby main road.
He said he is currently preparing to start greenhouse cultivation of
anthurium, not an edible product which has a concern for reputational
damage. Questioned that how official supports from the government,
municipality and experts helped his business, he answered that he
expects nothing from such official supports. He told he had done
everything by himself from before the disaster, and still he is doing.

山木屋地区は、阿武隈高地にありますが、山間部とは言っても、高原のとてもならだかな丘陵地のような地形になり、山の上にいることを忘れてしまうほどの場所です。農業も昔から非常に盛んで、なだらかな地形を利用して、戦前から放牧地としても利用されていました。震災前は、牛の放牧が盛んでしたが、戦前には、軍馬の牧野として使われていたとのことなので、放牧地としての歴史の長さがわかります。

まず、長い階段を登り、銅葺きの社殿の八坂神社を訪問しました。八坂神社では、毎年10月に300年以上の伝統があると言われる「三匹獅子舞」という踊りが奉納されています。原発事故の避難指示によって、三匹獅子舞の奉納は途絶えていましたが、避難指示が解除された2017年10月、7年ぶりに再開されました。本来は、小学校5、6年生の男の子によって踊られるものなのですが、子供の数が少ないため、大人が代わりに奉納したそうです。

避難指示中は特に、神社の屋根を葺いている銅が盗まれる可能性もあったため、パトロールで見回るようにするなどのご苦労があったと伺いました。

この日は、あいにくの冷え込んだ天気になったのですが、八坂神社を見ているときには、霰や雪が降り、コートの襟を立てながら、見学させてもらいました。

ついで、トルコキキョウを栽培されている広野邦子さんのところを訪れました。山木屋地区は、昔からトルコキキョウの屈指の産地として知られ、寒暖の差がもたらす花色の発色の良さと品質の高さに評価が高い産地でした。
しかし、突然の原発事故と避難指示によって、その生産も中断を余儀なくされてしまいます。避難先では、農作業などすることがなくなって手持ち無沙汰になってしまった人も少なくない中、邦子さんは仮設住宅の役員などの仕事になり、かえって忙しく過ごされていたそうでした。避難指示が解除となる前から、山木屋地区ではトルコキキョウ生産再開が可能となりましたが、最初は、避難後の大雪などで荒れてしまったハウスの状態を見て、気落ちしたこともあるそうです。それでも、市場の人からトルコキキョウは風評被害がほとんど出ていない、という話を聞いたことなどもあり、家族で相談し、補助金などを活用してハウスなどの施設を再び整備して、再開にこぎ着けたとのことでした。自分はトルコキキョウが好き、と笑顔で言われていたのが印象的です。

ただ、中断していた間に、トルコキキョウも新品種が入っていたり、また、花の仕立て方(枝数や花数を調整しながら育てる)の市場からの要求が変わっていたりしたため、状況をアップデートするための試行錯誤もあったとのことでしたが、今は、品質も満足のいくものが取れるようになり、市場での評価も高いとのことでした。技術の進歩や流行がある花卉類は、再開後の状況アップデートなどの生産者側の努力も必要となることを感じました。

避難によって人口が減少したため、繁忙期に手伝いに来てくれる近所の人がいなくなり、人手が足りないことが現在の大きな悩みであるとのことでした。農業、トルコキキョウの栽培は楽しいと思いますから、ぜひ、やってみたいという若い方がいらしたら仲間に入ってください、とのお話で最後は締めくくられました。

その次に、山木屋にある森林実証地の見学に行きました。ここでは、千葉大学他が森林におけるセシウムの動態の継続的に観察されています。今回は、千葉大学の小林達明先生に現地で説明をしていただきました。

山木屋地区の試験地での継続的な調査の結果、森林におけるセシウム137の大半は、林床部分に止まっているとのことでした。林外の水にもほとんど流出しておらず、森林に蓄積しているそうです。林床でもおおよそ深さ5cmまでの黒くてふかふかした部分にセシウムは止まり、それ以上深い土壌にも浸透していっていないとのことでした。
樹木へのセシウム137の吸収は、樹種によって異なり、アカマツはほぼ全く吸収がないようですが、コナラは微量の吸収・移行があるとのことです。そのコナラでも、現在の状況では、樹皮へのセシウム137の付着の量の方が圧倒的に多いとのことでしたが、今後も状況を見ていく必要がありそうです。

午後は、山木屋地区内にある除染廃棄物の仮置場の見学からスタートしました。以前、田であった場所に保管されている除染廃棄物は、現在、一部は中間貯蔵施設に運び出しが行われています。山木屋地区全体では、22箇所の仮置場があり、除染廃棄物の総量は約22万袋保管されています。そのうち、11月30日現在で、10万袋の搬出が完了し、残り約10万袋が残されているとのことでした。

最後に訪れたのは、八木地区の大内謹一さんのご自宅でした。山木屋地区は、全体的にもなだらかな丘陵に抱かれた風光明媚な場所なのですが、八木はその中でも取りわけ美しく、ご自宅からの景色は素晴らしいものでした。お話の中でも、美しい風景を守りたい、大切にしたいという言葉が何度も出て来たのが印象的でした。

大内さんは、震災前は、様々なご苦労の末に、ハウスミニトマトの栽培がちょうど軌道に乗り始めたところだったそうです。ようやく一息つけるかと思ったところに原発事故と避難になってしまいました。当時、高齢のお母さんの介護があったため、避難先で複数箇所移動することになるのを避けるため、仮設住宅の建設ができるのを待って、避難されたとのことでした。大内さんも、仮設住宅での役員のお仕事があり、ご夫婦で震災前よりも忙しいくらいの生活を送られていたそうですが、自宅に残して来た飼い犬に餌を与えるために、欠かさず毎日朝晩二回、二時間かけてご自宅に通われていたとのことでした。こなかったのは、大雪で道路が通行止になった時だけで、その時も、近隣の除雪が行われると、途中まで車で乗り付けて、残りは、雪をかき分けて徒歩でご自宅まで通われたとのことでした。
現在は、風評が懸念される食べ物ではなく、アンスリウムのハウスによる栽培を始められる準備を進めていらっしゃるとのことでした。政府や自治体、あるいは専門家による補助や支援は、どのような助けになったか、という質問に対して、そうした公的な支援は全く期待していない、震災前から自分でやって来たし、今も自分でやっている、と言うお返事でした。<br />

<b>【目的】</b>
<br />
2011年3月に起きた東日本大震災による地震、津波によって、南相馬市は甚大な被害を受けた。ついで東京電力福島第一原子力発電所事故が起き、小高地区と南相馬市の一部は、津波被災地の行方不明者の捜索もできないままに避難を強いられることとなった。2011年4月の区域再編後は、市内は、警戒区域、緊急時避難準備区域、特定避難勧奨地点、通常の区域に四分されることとなった。市内の人口は、警戒区域以外でも一時期は2割程度まで激減し、地震、津波による甚大な被害に加えて、住民の通常の社会生活に大きな混乱をきたすこととなった。<br />
Minami-soma City was greatly damaged by the earthquake and tsunami from the Great East Japan Earthquake of March 2011. After the nuclear accident at the Fukushima Daiichi nuclear power plant of Tokyo Electric Power Company, an evacuation was forced on the Odaka area and a part of Minami-soma City without allowing residents to search for missing persons. After the re-categorization of evacuation areas in April 2011, Minami-soma City was divided into four zones; Restricted Zone, Zone in Preparation for Evacuation in case of Emergency, Specific Spots Recommended for Evacuation, and the normal zone. The population outside of the restricted zone was reduced by 80% at one point, and this caused great confusion to the normal social life of the residents, in addition to the severe damage already caused by the earthquake and tsunami.<br />
<br />
2014年5月に、南相馬市原町区「ゆめはっと」にて、第8回ICRPダイアログセミナーが開かれ、地域の複雑な状況について話し合われた。<br />
In May 2014, the 8th ICRP dialogue seminar was held at “Yumehat” in the Haramachi area of Minami-soma City. This dialogue seminar focused on complicated situations in the area.<br />
<br />
その後、2016年7月12日には、小高区と南相馬区の一部に出ていた避難指示が解除され、南相馬市は、数戸を残して、通常の生活が送れることとなった。2017年10月31日における南相馬市内の居住人口は、市内全域では57,307名(震災時71,561名)、小高区では、2,289名(震災時12,842名)となっている。インフラの復旧は進み、社会生活は、徐々にではあるが、日常を取り戻しつつある一方、津波被災地の復興は、避難指示がなされていた地区においてはまだ始まったばかりであり、避難指示が出されていなかった地域でも、道半ばである。津波の影響がなかった地域も、長期の避難指示によって社会構造は大きく変化し、新しい状況に適応する社会的態勢が整うには、長期の時間がかかるものと見込まれる。<br />
On July 12, 2016, the evacuation order was lifted from the Odaka area and a part of Minami-soma City, and most of the residents of Minami-soma City, excluding a few homes, could return to their normal lives. The resident population of Minami-soma City is 57,307 (71,561 before the disaster) and that of the Odaka area is 2,289 (12,842 before the disaster), as of 31 October 2017. While the restoration of infrastructure has progressed and social lives have gradually been regained, the recovery in areas affected by the tsunami and where the evacuation order was enforced has just begun, and these recovery efforts have still only reached the halfway point for the areas where the evacuation order was not enforced. In the areas where there was no damage caused by the tsunami, the social structure has been greatly changed due to the prolonged evacuation order, and it will take a long time before the state of social arrangement is able to adapt to the new situation.<br />

住民生活の面においても、それぞれの被災状況によって生み出された違いがいまだ大きな影響をもたらしている中、2016年7月に避難指示が解除された小高区を中心に、いま、地域で問題となっていることは何か、そして、この先、どのような将来を人々は望むのか、これまでのダイアログセミナーに参加していただいた方にもお声がけをして、共有する機会としたい。

While the difference originating from each situation after the
disaster still greatly affects resident’s lives, we will share in this
dialogue seminar what kind of challenges exist in this district. There
will be a focus on the Odaka area where the evacuation order was lifted
in July 2016, and what kind of future we desire, as well as calling for
the participation of those who have attended the past dialogue seminars.

【<b>目的</b>】<br />
2011年3月の東京電力福島第一原子力発電所事故により、川俣町山木屋地区は6年間に渡り、川俣町内唯一の避難区域となりました。2017年3月31日をもって山木屋地区は避難指示解除となりましたが、6年間の避難により、帰還後も多くの課題(生活インフラ、農業生産、仮置き場、高齢化の加速等)が残っています。
<br />
このような環境のなかで、帰還された住民の方たちの活動を、住民の中でも十分に共有できているわけではありません。本ダイアログでは、山木屋の多様な状況を共有し、山木屋の将来について考える機会にしたいと思います。<br />

本ワークショップ抄録集では、ICRPダイアログセミナーが開かれることになった経緯や、福島のエートスのサイトでダイアログセミナーの資料を掲載することになった経緯についても説明されています。また、ダイアログセミナーが、国内外の多くの関係する方々、支援者によって支えられてきたことも語られています。

On this proceedings, explanations are shown about the circumstance how the Dialogue Seminars was started and why materials at the Dialogue Seminars have been posted on Ethos in Fukushima website. It is also told that the Dialogue Seminars have been supported by many people involved and supporters both domestic and international.
